I have the honour to acknowledge
the receipt of your
letter
of the 25 October. I am desired by His Excellency the Governor
to state that the despatch of the Colonial
and Foreign Office mails has prevented him from causing a reply to be earlier
made to your letter; upon which and its enclosures he has bestowed his
careful attention, and has desired me
to make the following observations...

The rate objected to is levied under an ordinance duly approved by Her Majesty's Government for
Captain Staveley,
